Medical Advocacy and Outreach (MAO) has complex program offerings and diverse funding sources, including state, federal, corporate, and foundation funding, along with direct service revenue paid by patient or 3rd-party payments. There is a heavy emphasis on reporting, requiring this role to focus narrowly on the finance function. Reporting to the Chief Financial Officer (CFO), the Controller will be responsible for oversight of all finance, accounting and reporting activities. As the CFO’s accounting executive, the Controller will be involved in supporting presentations to the board finance and audit committee and will work closely with the senior leadership team. The Controller will lead all day-to-day finance operations of a budget of over $32 million and supervise a team of 4 staff members including functional responsibility over accounting, accounts payable, accounts receivable, and grants administration. The Controller will ensure that MAO has the systems and procedures in place to support effective program implementation and conduct flawless audits. The Controller will work closely with program leaders and their staffs, not only to educate them regarding finance and accounting procedures but also to explore how the finance function can support program operations. In addition, she or he will partner with the CFO, senior leadership, and the human resources (HR) and information technology (IT) staff to enhance and better integrate finance, HR, and IT functions. Knowledge and understanding of Office of Management and Budget requirements for this role is critical because of federal funding, as is the ability to work closely with program leaders. Strong team management experience along with expert accounting acumen is key to being successful in this role.

Minimum Education Bachelor of Arts or Science degree in Accounting is required.

Work Experience 10 years progressive experience in all general ledger accrual accounting processes, principles and practices, including accounts receivable, accounts payable, revenue recognition, payroll, cost accounting, budgeting, and federal and state grant reporting requirements.

Job Duties

  • Supervise and oversee the Sr. Accountant, Disbursement Specialist, and General Ledger Specialist.
  • Oversees all accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards and regulatory requirements.
  • May establish, modify, document, and coordinate implementation of accounting control procedures; and, devise and implement manual or computer-based system for general accounting.
  • Assists the Chief Financial Officer in the annual budgeting and planning process; prepares interim financial statements; financial analyses of operations with supporting schedules; and budgetary comparisons to gauge performance and to assist management and directors.
  • Supports the Chief Financial Officer in engaging the board’s audit and finance committees around issues and trends in financial operating models and delivery.
  • Manage organizational cash flow forecasting by working in partnership with the program directors/managers; continuously collaborate with program directors/managers to assess the financial efficacy of program operations and establish finance and administrative systems to support program operations.
  • Provide leadership in strengthening internal communications with staff at all levels throughout the organization; create and promote a positive and supportive work environment.
  • Leverage strengths of the current finance team members and help to clarify roles and responsibilities and develop and implement training programs in order to maximize and reach optimal individual and organizational goals.
  • Prepares periodic reports required by the Board of Directors, MAO staff, and governmental and regulatory agencies such as property taxes, licensing, and registrations.
  • Maintains subsidiary schedules to support the various accounts in the general ledger such as fixed assets, property ledger, prepaid expenses, deposits, accrued liabilities, deferred revenue, etc.
  • Ensures spending restrictions are adhered to on all federal, state and private grants, sub-grants and contracts.
  • Facilitate agency procurement requirements.
  • Oversee accurateness and completion of MAO’s cost allocation plan.
  • Ensure accuracy and timeliness of payroll recordings, expense allocations, liability payments and tax filings.
  • Provides all financial schedules and records and interacts with MAO’s independent auditors.
  • Support business process improvement initiatives including, but not limited to, streamlining efficiencies in workflows and elimination of duplication of effort.
  • Attend meetings and seminars, as necessary.
  • Other duties as assigned by Chief Financial Officer.

Minimum Qualifications

  • Bachelor of Arts or Science degree in Accounting is required.
  • 10 years progressive experience in all general ledger accrual accounting processes, principles and practices, including accounts receivable, accounts payable, revenue recognition, payroll, cost accounting, budgeting, and federal and state grant reporting requirements.
  • Preference will be given to applicants with experience in a healthcare and/or mid-to-large nonprofit environment.
  • Related certification (Preferred) e.g., Certified Public Accountant (CPA), Healthcare Financial Management Association (HFMA) Certified Healthcare Financial Professional (CHFP), Medical Group Management Association (MGMA) Certified Medical Practice Executive (CMPE), etc.

Physical/Mental Abilities

  • Intermediate to advanced experience with Excel, Word, Adobe, Access, PowerPoint or similar programs.
  • Proficient in Sage Intacct accounting software or within 60 days of employment, must demonstrate “super-user” proficiencies in use of Sage Intacct accounting system.
  • Will be expected to work with minimal up-front guidance and take ownership of his/her work product.
  • Ability to prioritize needs and plan work assignments according to deadlines internally and outside of the agency.
  • Strong interpersonal and communication skills are needed to relay key data and complex financial concepts to individuals within and outside the agency who have varying levels of financial insight.
  • Ability to energize, engage and motivate others.
  • Must be able to travel from facility to facility.
